Seems from the DeLonge story that the individual went out of his way to not state an alien origin. It is more as likely that the “life form” is native to Earth, than alien or inter-dimensional or from the future.

There are all those vast millions of square miles under the oceans which have never been explored, as well as many sightings of underwater objects - was an interesting one in the Tic-Tac Nimitz FLAIR video.

That said, discovering a "new" life form from Earth that was sentient and capable of developing that tic-tac would frankly be just, as if not more, astonishing than discovering extraterrestrial or extradimensional life.
