IMHO it's two things: 1) Much higher immigration from the poorest countries in the world (again assuming a relationship between wealth and IQ), and 2) welfare rewarding the poor in our country to keep making babies while punishing the wealthy (higher taxes).

Get rid of welfare of all kinds, stop illegal immigration, and quit punishing the successful. Think of it as a eugenics position without some eugenicist overlords determining ahead of time who has babies and who gets to live. The free market will determine it and in the end increase our IQ (which may by why we had a higher IQ to begin with before the great society changed us).
