Well, look at the photo of the perp and you answer your own question. 13% of the population, 50% of the crime rate. She chose to have “a relationship” with a thug and she paid the price.
Of that 13% about half are male, about a third of them are 15-45. The 2-3% who are young black males are responsible for most of that 50%. So 2-3% are probably 45% of the problem.
I feel for the young* black men I play ball with, decent guys who are tarred by that statistic.
*Since I'm 75, most everyone I play with is young! Those 50-60 year old kids are killin' me!
