I believe it’s called a jail break...but I know what you meant to write. I was in California as marijuana was about to be legalized. Lots of public service ads saying that driving while high was the same as a DUI. Don’t know how it’s worked out for them.

I have heard that the illegal (non-taxed) trade is still alive and well there.
