Oh I forgot to add, if we do go the consumption tax route, I would like to see it applied at the wholesale level so that the tax is priced in before it gets to retailers.

That's a good idea so folks can see how much of their purchase price went to fedgov. I don't believe that would be too hard to calculate on a receipt with a combined price subtotal (less fedgov) plus combined fedgov subtotal to equal the total purchase price.
