Because the DOJ under Jeff Sessions never made *any formal announcement about it*, you had people telling you for 2 years none of these leaks were being investigated and US Attorneys weren’t going to prosecute anyone for them.

To hear some tell it, no effort whatsoever was being taken to find out who leaked Flynn phone calls to WaPo, and nothing was being done to prosecute one of the most BLATANT examples of stealing classified documents & exposing the information in them.
