What is the historical purpose of a Joker?

Is it not to communicate things to the public...

That the King cannot?

I think “Q” is that kind of a Joker.

In some card games, the joker is the trump card.

I thought the joker was there to say the things to the king that would get the courtiers heads chopped if they said them, because he would say them in the form of a joke.
