I don’t see why RR couldn’t have been fired. Look how many FBI and DoJ were fired. He probably could have been, but has some useful function left (like singing) As long as he's still employed at DOJ he can be interrogated by the OIG.
I think that's why they kept Peter S%^*ke and Lisa Page on as long as they did.
