It has really been occurring in earnest under the Trump Administration. The more moderate members of the Gulf Cooperation Council (Oman and Bahrain) have been pretty vocal in breaking the ice with public statements. Ntanyhu even visited Oman not that long ago.
The Iranian stick and the economic/technological carrots make a strong case for the GCC.
The Palestinians are captives to violent extremist gangs that rule them. They need to be liberated and protected long enough for their civil society to develop diversity.

Maybe some of the “deep thinkers” among the arab world have figured out that hey, if the Israelis can always make our bridges fall and our factories fail (always blame the Israelis when stuff doesn’t work due to no maintenance), maybe they can keep the bridges from falling and the factories working!
