Probably 70+% are in single parent households, and the single parent is either working to keep head above water or drugged to the point of don't give a damn.
So where’s the black community as a whole to do something about this? Throwing money at people who “don’t give a damn” hasn’t worked....and I don’t buy single mothers can’t raise their kids right because they’re working. There’s plenty of singe mothers who have raised kids alone successfully.
