Comparing hundreds of images returned by Google Image searches for 1st "notre dame clergy" and then "paris firefighters" NONE are found that match the figure as highlighted in below captures at 0:08 & 0:09 of the video.

Above capture at 0:02, showing firefighters water spray at lower right establishes this was during a time when only firefighters or cathedral clergy would be expected to be there. It being neither, WHO IS IT?
