Because I've seen right fielders jump into the stands and the balls they caught were ruled as outs. I mean their entire body was in the stands and yet OUT! Yet I've never seen anybody leap into the bullpen to make a catch. I always wondered why.
Now what if a right fielder leaped into the bullpen and made the catch while still airborne (before landing on the bullpen ground)? Would that be an out?

Yes.
Bullpen is irrelevant. Beyond the fence is HR, or catch, as the case may be.
