Theoretically, if you are an alien, you have to carry your passport at all times.

As a ‘retired’ American in Germany...I’m supposed to carry the visa card and passport at all times (even if I’m walking over to the local pub for a beer). If you want to conduct any kind of official business (opening an bank account, buying a car, etc), you either show the national ID card or a passport.
