In interviewing Clinton White House aides and Foster's friends and family, the FBI agents found that a week before Foster's death, Hillary as First Lady held a meeting at the White House with Foster and other top aides to discuss her proposed health care legislation.
This is nothing new. That Hillary berated Foster in front of others was already in news articles and books that came out in the aftermath.
If the FBI agents claimed Hillary had a meeting in the WH a week before Foster was killed, then they are even more incompetent or corrupt than we can imagine.
In fact, Hillary left on July 5 for a trip to Asia and didn't return to DC until a couple of days after Foster was killed. So she wasn't "in the White House" a week before he was killed, berating him.
This is a book author trying to generate interest in the book by pretending that something that was already known is some sort of new revelation, and using an offhand comment by Starr as a point of departure.
By the way, my own theory is that Hillary did not intend for Vince to be killed, but that she spilled the beans to Bill that she, Vince and Jerry Parks had been collecting a dirt file on him for years. She didn’t understand at the time that she was sealing the fate of Vince and Jerry by telling Bill.

Kessler’s story was published in the Daily Mail in 2016. The only thing new is that Kessler says he asked Starr recently why the humiliation story was not in Starr’s report. But Kessler’s original thesis is wrong, and it is wrong for Starr to apparently have agreed with Kessler.
