What you said, they kept trying till they got it. That doesn’t mean they didn’t spy before getting it, but getting it made spying “legal” in their minds. Maybe they finally got in front of Strzok’s friend.

Or they had been surveilling all along while they perfected the dossier to get the FISA warrant. We figure they had been watching Trump since the BC Hunt in 2012, maybe since the Tea Party in ‘10.
