Mismanaged? Or, on purpose.
It is easier to skim money out of a program if it is chaos.
The Democrats have perfected the feel good programs where the government steps in and provides money for some “good” cause yet nothing ever gets fixed, even after billions of dollars have been spent.
Why is that? Simple,they don’t want to fix anything, they just want public funds that are easy to divert with little or no accountability.

A dem/socialist gets into office, creates new “service” or fires the heads of existing service orgs, then fills the leadership positions with friends/bank rollers.
The new “leaders” proceed to create new management positions and/or remove the existing managers and hire their friends, family, favor holders, etc.
Another example, in the 90’s, DC didn’t have potable water. How was that possible?
