The Czar was Russian.
Glen Beck posted this list of “czars” in 2009.
Don’t know what they actually did or if they are in anyway still active. None were, “with the advice or consent of congress” AFAIK https://www.glennbeck.com/content/articles/article/198/29391/

Hundreds, if not thousands of bureaucrats and judges, are still in place. POTUS has been slow to replace them.
