Nice thought - however consider that an incumbent House member has a much higher chance of winning a Senate seat than a House member who sat out a term.
In 2018, opponents of Marsha Blackburn pointed out how many roll call votes she missed. Well, the reality of it is that any incumbent House member running for Senate is going to miss a lot of roll call votes.
Now, maybe you’re just calling for the candidate to resign at the time of announcement (which, wink-wink, is likely to be right before filing deadline under the new rule) - sort of like Bob Dole in 1996.
I would expect a higher success rate than the House member who sat out a term.
