You can say it’s all German propaganda, but on the other hand I no longer believe the US propaganda, so why not let us look at both sets of propaganda and decide from there? The Ukrainians greeted the Germans with flowers and viewed them as their saviors for liberating them from the Soviets.
Have you ever read Babi Yar? By Alexander Kuznetsov (sp??). I read it years ago. He lived in Kiev, around 12 years old, when the Germans conquered. Yes, the Germans were greeting in the traditional way for conquerors, with bread and salt.
Within days the suffering of the Ukrainian people began.
The book details much of it, either eyewitnessed by Kuznetsov, or people he knew, or other contemporaneous documents. He describes the starvation of the Ukrainians and other horrible measures enacted by the Germans, and also the Babi Yar ravine, where thousands of Ukrainian Jews were slaughtered and piled and covered with dirt, by day.
Don’t forget that Nazi means “National Socialism”. And the USSR was United Soviet Socialist Republics”. Have you read The Pink Swastika? Authors describe the where Nazi ideology came from. It’s online, I have a copy myself, will see if I can find it online. Nazi Germany was not nice, innocent, or a victim.

Make no mistake, Hitler did attempt to genocide the Jews. German eyewitnesses relate that he started on this course of action when he finally realized he had lost in the USSR and would not be able to destroy Bolshevism. Ridding Europe of Jews was his Plan B.
