I’m confused about who dropped the charges; this story says State Attorney Kim Foxx, but other reports mention an unnamed “judge.” I thought Foxx recused herself from this case.
As I understand it, “recusing” doesn’t actually mean anything, legally. It just means “I promise not to be involved with this.” Just like Sessions could have, if he wanted to, ordered Mueller to wrap up his investigation and renege on his recusal. This chick did that.
