One, it is well known that the armed forces have problems with worn out equipment, so anything that can be done to make sure our warriors have the basics for fighting is a good thing. Two, would Russia or China want to win a conventional war with America? Between the proverbial gun behind every blade of grass and the inner city gangs, they couldn’t keep the US secure from across an ocean if they tried.
Unfettered by "civil rights" organizations and stupid court decisions, an occupying force would make short work of inner city gangs.
