I agree Trump would be a better CiC, however I disagree that Lib politicians could not successfully command our military during a war.
I believe the difference between Trump as CIC and say Bernie is in the number of lives lost.
Democrats are ruthless people. The lives of individuals are meaningless to them. To the Democrats it would be win at any cost. Lives on either side are of no consequences.
With a Democrat in charge of a full on war expect the eligible draft age to be reach the 50+ range.

Any "hot" war with a major power will also bring with it civil conflicts at home as various factions use the pandemonium to settle scores.

I think you’ve hit on it here. I bet RAND is modeling the customary rules of engagement where the US never advances with superior aggression once it has control of the battle. The use of smart weapons assures enemies the consequences of their aggression will be contained.
