The Tennessean article which I couldn’t post was different take on that

And her sister blames the owner

Feral could mean free range which is common in rural areas

Just guessing

Poorly written. Per The Tennessean, the dogs are owned by one man, and a grand jury will be convened next month to determine whether charges are warranted.

Even house-trained dogs can quickly revert to feral, when they travel with feral dogs in a pack. Same for cats, and people.
