No not at all. The November 2017 Stephen Boyd memo and the early 2018 Jeff Sessions memo tasked Huber to determine resources needed to investigate the Congressional criminal referrals. Huber was tasked to send his recommendations to the(recused)AG, Jeff Sessions, and the Acting AG and Deep State weasel, Rod Rosenstein, "as appropropriate".

That's all he was tasked to do. You can make up the scenario that he's doing more than that, but that scenario is simply based on YOUR feelings.
