The bulk of Lincoln's cabinet told him that if he sent those ships, it would result in a war. Major Anderson himself, when he found out about it, said this action by Lincoln was going to result in a war.
This business of calling it a "Supply Mission" was just bullsh*t propaganda for the benefit of the Northern states who might not have gone along with his agenda had they realized this "Supply Mission" consisted of mostly Warships with orders to attack if they were resisted.
The Northern public heard "supply mission" and "sending bread to Anderson", but the reality was that it was a direct and deliberate military provocation against the defenders of Charleston.
