I believe POTUS is trying to limit conflict with the GOP to prevent it being known how little of the government he actually controls. He’ll never get reelected if that truth came out.

Trump is alone in Washington. He does however, have the support of the majority of the population. When Trump sneezes, there are a slue of rats running to the courts to destroy him.
AshTray Gowdy, like most republicans, was a blow hard. He promised so much yet was a flop.
Legal I don’t know:
Trump sends troops to the border on patrol. 1000 hum vees riding along the border. Everyone captured is deported immediately. No asylum. Classify them as enemy combatants.
No food, shelter, nothing. Back to the Mexican wasteland they go.
