In downtown Chicago near the DuSable bridge on Michigan Ave I've seen a homeless man, fairly heavy-set. He must have serious diabetes, because he had an ulcer on his leg as wide as a grapefruit - and nearly as deep. With an open wound like that, and living on the street - how long can someone be expected to survive?
I think the government policy is to create conditions so that they die as soon as possible and so stop being a burden on society.
