Not FSK or CW, wondering if it was encrypted DMR on ham channels.
I only used the term 'FSK' to bolster my analysis of 'FS' as frequency shift, as an appropriate technical term in that context. Sort of like short wave of 100 years ago would really be long wave now... or maybe that doesn't work either... 😶
