Can anyone familiar in the law explain to me how they can hold all these investigations with no probable cause or reasonable suspicion that a crime was ever committed?

They can’t. But the rules don’t apply to them. And they’ll shop for a judge that will threaten them and force them to present information. But, even if the higher courts overturn the lower courts ruling, they’ll still have the info and go after the people in a different way. They have a never ending supply of lawyers, that get paid whether they show up in court or browse the internet all day. The targets have to pay their attorneys and that’s why they fold. They go broke.
Think about what they did to Jack Ryan when he was running against obama. Guy was loaded, gave it all up to teach. Goes thru a sh*tty divorce but, he and ex want and get all the records sealed. And they were, until the manchurian candidate showed up and they needed the info, because he was losing. So, axlerod goes to California, gets the records unsealed and Ryan pulls out. Last minute candidate was Keyes, I think and he gets trounced. On a side note, if Ditka had answered the call, no one would know who barry soetero is.
Michael Cohen plead guilty to things that weren’t even crimes. So we have investigations without cause, and guilty pleas to things that aren’t crimes. And of course, Hillary Clinton, who absolutely COMMITTED crimes, lied about it, and destroyed evidence.....nothing.
The simple Constitutional answer is that Article I Section 6 Clause 1 gives them "... in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective Houses, and in going to and returning from the same;"
In short, as long as they are acting while in session, they don't have to follow the law unless they are inciting riots or committing felonies.
