If it’s cracked it is obviously not tempered glass, at least the type I’m familiar with. Tempered doesn’t crack it shatters into a thousand pieces.
You are almost exactly correct. “Fracture” is the correct word and full-tempered (FT) is a common interior glass lite of high rise due to safety codes whereas the exterior lite of a dual glaze is commonly heat strengthened not FT. In this building however the interior nomination is actually a laminated lite of 2 glasses 1 HS and 1 FT so it is entirely likely that the HS is the lite to have “cracked” not the FT. HS can and will break for various reasons and edge compression is one of them. the entire unit however of the IGU assembly is captured to the framing system with a unitized set so the unit must be cut out of the framing it will not “fall out”.
