Probably the work of Jindal.

Jindal passed a law that enables people to secretly charge an official with wrongdoing and the official will never know who charged him.

Years ago Louisiana had a law which allowed any citizen of the state to petition the courts to commit any other citizen to a mental institution.

They had to change it after this guy who worked at a chemical plant won a $7 million personal injury suit against his employer.

The employer appealed, and as often happens the appeals judge cut the amount of his award to $800,000.

In response he filed a petition to have the appeals judge committed.
