They aren’t “falling” for anything. They eagerly promote and spread these hoaxes. It doesn’t matter to them that they are hoaxes. They know that most people will only remember the initial allegation, and either won’t remember or will never know that they were hoaxes. That suits them just fine, and that is why they just move on to the next hoax without any hesitation.
