Actually it's what DOES happen. By this I mean the active and deliberate criminal actions that are used to excuse and enable a culture of out of control cops.

Does Internal Affairs find wrong doing in even so much as 0.1% of the cases? Does anyone know the actual statistic?

FReedom FRies or FRench FRies, it is all in ones perspective I suppose. In either case it's out of control. My father (retired LEO), 2 older brothers Army MP's, other extended family the same to this very day and I was handed a badge when I ended my Army hitch ('83), all I needed to do was go through the motions and I turned it down. There is not enough bandwidth afforded FReep for the explanation as to why I did such.
