The biggest problem with this bill as I see it is having the Congress dictate where and how the 1.375 bil must be spent. Rio Grande Valley only and no new fence designs. I would punt this back but not for the amount... for the restrictions.
Also gives local authorities the ability to not allow it to be built within their jurisdictions
