I know what you mean and we only need to take every reasonable step to prevent, but I think institutionalization is the best bet. From there, people can be streamed according to their ability to keep a roof over their heads and a job.

No, it’s not rape. The shelters have staff, it’s not a jungle in them. They have simple rules, but a lot of homeless don’t want to follow any rules at all.
The homeless aren’t shy about telling you why they don’t want to use the shelters, and it’s often because they can’t abuse drugs and alcohol in the shelters.
In re rape at shelters I obviously a hundred percent oppose.
But I think most of them avoid the shelters cause they cant be high/holding there. Not because they might get raped.
