How can something be submerged and float at the same time?

This could be taken as in neutral buoyancy, such as a submarine that can “float” just below the surface. This is easy for a sub to do since it’s gross weight changes very little and can readily adjusted when needed.

But with automobile traffic erratically fluctuating by huge amounts would make the tunnel want to sink during heavy flow and come to the surface when near empty.

I have a feeling surplus climate change and evolutionary scientists are doing the design work.

What they need to do is shape the tunnel into a wing, then when the tide comes in and out the wing (tunnel) came flap up and down producing electricity. 1st Green tunnel!
