Texas had the same “brown out” problem in February 2011 when all the wind generated electricity went off-line because it was too cold. We were forced to buy power from “our good neighbors” in Mexico, who promptly charged us three times the going rate.

Wind has problems with cold weather and can need generators to heat the gearbox oil. But the wind was not the main problem in TX in Feb 2011: https://www.texastribune.org/2011/02/03/the-rolling-chain-of-events-behind-texas-blackouts/
