I'm just sayin'....
I am thinking of the quickness such panels can be in place at their strategic staging points. Ships full of China produced, rust-resistant (stainless?) panels could come in from L.A. from the west and Corpus Christie from the east. Of course, the new modern steel mills in America could have them there in a few days. I would go with quick and take them by surprise.
