Pobably because the situation isn't as clear cut as this article makes it seem.
The study says that the 95k presented some form of ID indicating they weren't citizens when requesting a drivers license or ID card.
It now says they have a "WEAK" (their caps in the report) match to 58k who voted from 1996 to 2018
That's 22 years and there's no idea how many of them may have become citizens over that time.
All the report really says is the counties should take a look and determine if they really were eligible voters.
