Trump is giving the Democrats a chance to prove that they want to negotiate in good faith. If they stick to their intransigence over the next three weeks, then we're back to where we are today.
In the meantime, the people get paid. In three weeks, it could start all over again.

That's how I see it. I believe that the President will follow through in three weeks if Congress doesn't come up with the right deal because he's finished otherwise and I don't believe he intends to be finished like that.
The real concern I have is who is actually negotiating for him with the same firm intention that there has to be a wall/barrier. He has to have someone on the Hill fighting this fight the same way he is.
