He hasn’t caved unless he refuses to declare a national emergency and divert money elsewhere to build the wall.
With all due respect, if he declares an emergency the declaration will be challenged in court and an injunction will be issued. There will be no resolution on the injunction until after November of 2020 at which point it will no longer matter.
