I have really gotten into watching professional rugby on NBC Sports. There are many things I like about the game. There is one referee, two line referees and a TV referee (TMO). If there is even a hint of ‘foul play’ the referee on the field can ask the TMO to review the play or the TMO can call the field referee’s attention to it. Because of the way rugby is played, this can be a few minutes after the foul occurred. If the TMO and field referee agree the foul is called. This all usually takes much less time than the NFL’s system.
