they need to change the rule then. Coaches should be able to challenge a non-call (if there should have been one) as well as a bad call. Bad officiating should be a thing of the past in 2019 especially with camera quality in this day and age.
One problem is that the overwhelming portion of calls are subjective, and things like holding occur on pretty much every play at least by the letter of the rules. This was pretty clear, but it is not commonly that way.
