My interpretation of the POTUS tweet is a simpler WAG:

Nancy needs to be working in the HofR, not traveling... she is pushing her luck.
Much of the US is plagued by drugs and crime due to the open border.
A lot of important people have dirty hands vis-a-vis the current open border.
Getting the Government Working again s/b an incentive for her.
