Aside from any moral issues (which it seems that most FReepers don't care about any more, even though those morals mostly have good bases behind them, founded on reason and experience that still apply), that's in itself a very relevant & practical comment.
From our side, the practical part of it includes costs of treatment, down time, etc., not to mention costs incurred if the low-life spreads these treatment resistant diseases around when he / she gets home. Plus, we have disappointed the host country we are working with. (Most of Philippines is still fairly conservative in these matters.) From the Philippines' side, they have requested our help in reining in the sex trades, we agreed to try to help, and a person in a position of moderate authority, a Commander of a US sub, surely aware of such wishes, has insulted and disrespected them. This is considerably different than if some drunk seaman hooks up with a prostitute...
