So they can take the homes at reduced values because of the supposed threat that they will be sucked up by the ocean, and then they can rent them to connected people for discount prices. What could go wrong?

My suspicion is that this is a scheme for elites to unload selected properties on taxpayers as the surrounding areas turn bad from all the immigrants.
