“Democrats invest in failure”
To some extent, in this case at least, intentionally.
I heard someone comment recently that the reason the Democrats/left are opposed to a physical wall/fence, is because it is a permanent structure that can’t be easily reversed once it’s built. That person was absolutely correct, and Democrat/leftist support for a ‘virtual fence’ is consistent with that point.
They can control what they do with the information that comes from a virtual fence. They can choose to apprehend or not apprehend. They can make that decision in a stealth manner as well, by manipulating the numbers of funded ICE agents available in a given area to do these apprehensions. They can control what happens to those who are apprehended (i.e. deport, catch and release, political asylum, or even eventual amnesty). In short, it keeps them in control. A physical wall takes this control away from them - which is exactly why it needs to be built.
Nice take. Their constituents should be alarmed that these control-freaks represent them.
It's worse than that. The politicized leftist courts have degenerated to the point where one foot on US soil enables an invader to ask for asylum, in which case they have to be granted admission for processing. A fence prevents that one foot from getting to US soil.

My first thought on is no, all a Democrat or a Bushie has to do is order the Border Patrol not to repair it, as holes are cut through. But then, if that’s the case, and people see pictures of it being breached and not repaired (which, hopefully, some of the agents will take those pictures), it would be a killer for that Dem/Bushie.
But overall, I think the real reason is VERY SIMPLE:
1) Deny Trump his Number 1 campaign promise.
2) Then run around telling Republicans, see, we told you so, TRUMP IS A FRAUD AND A LIAR - he was never serious about the wall.
The second one will be coupled with trolls and bots posting things like “I voted for Trump, but since he now doesn’t support the wall, there is no way I’m voting for his re-election”. And, sadly, many people would tend to believe stuff like that, even if was the Democrats who stopped him.
