Let’s restructure the shutdown. Go ahead and pay the 800,000 federal employees but withhold the pay of every member of Congress and their staffs, along with no money for Congressional travel, meals, gymnasium, etc.

The problem with the executive withholding anything “congressional, like pay & ‘perks’, etc.” from the legislative branch is “separation of powers”.
