I’m no legal expert, but its only ever happened once in our history, during civil war. At least for crimes of office, and good luck with getting a conviction of treason, unless you go with option “Z”.

There was much discussion on this forum a while back about whether military tribunals could legally take place for non-military people. During this discussions, the people who claimed that they couldn’t, dug up the statutes to prove their case. In one of them, it was mentioned that it would be possible if we did not have a functioning federal court system. Well, if the shutdown creates a non-functioning court system that means tribunals could be a legal option.

I’m not a legal expert either, but that was absolutely one of the criteria.
