I think Trump is taking pre-planned steps, methodically, leading up to effing building the wall. He has to show that he tried everything he could before Just Doing It.

This will accomplish at least two things:

1. Convince more and more of the blind or ignorance people that a wall is absolutely essential.

2. Expose the Dem(on)s for what they are, so clearly, that they will lose even more voters and they will be seen by the vast majority of Americans to be the evil clowns that they are.

Oh, my theory is that he’s already building the wall, he’s building it like crazy but he’s keeping THAT out of the public eye, I don’t know how, but one day he’s going to pop up and say guess what! Wall is completed. Fact On The Ground!

There’s always the possibility that the Donald wants this issue to run on again in 2020. I know if I was running I would. But he has to look like he fought tooth and nail to keep his promises and then convince people that the only way to get the wall is to vote All Democrats out.
